This year the Uruguay’s Government takes the first place in Latin America and the 34 place at the world raking mentioned above, the one takes in notice that capacity of administration of each government in the use of technology to offer its citizens public services of quality.
The merits of Uruguay
The past year, the Ministry of Public Health from Uruguay offered the service for its citizens of this country a web site called atuervicio.uy. From where, the users will be able to know important information about the institutions that integrate the National Health Insurance. The objective of the website is to promote the citizens’ opinion and to fulfill the rights in the matter of access to the information in an appropriate manner.
Through and very friendly and pleasing interface, the user will be able to use the information founded in atuservicion.uy to make comparison between services and take an adequate decision for his stay or change of health institution, basing in data concerning, waiting time, user’s rights, prices, healthcare goals and many others information.
From this initiative it also made the Latin American country worthy of the award for the Alliance for the Open Government, during the year 2015. This is a multilateral initiative that looks for promoting the transparency of the public administration and the empowering of the citizens to fight against social demons such as corruption, through the adequate use of the technology by the governments of the world. Basically it promotes the articulate work between governments and its citizens.
Technology in the continent
The first place of this study, that covers the 193 members of the international organization, is occupied by the United Kingdom’s government. By its sides, the representatives of the American country are United States (place 12), Canada (place 14), followed by Argentina and Chile with the rankings 41 and 43 accordingly.
The study realized by the UN inquiries into the efforts that the governments do to implement the Technologies of Information and Communication (TIC) in matter of “speed up, optimization, adaptation, transparency and reducing costs in processes and/or activities of the public system”. In this way, through this international initiative the organization pretends to encourages the change of model around the government administration, proposing a new, modern and efficient way of government.
The United Nations apply the studies of the Electronic Government to the public administration, with the objective of “contributing to the use of the TIC to improve the services and information offered to the citizens and organizations, improve and simplify the processes of institutional support and to ease the making of channels that allow to enhance the transparency and citizen’s participation”, just as is expressed in their project.
